DEMOCRACY VERSUS DICTATORSHIP: A COMPARATIVE CASE STUDY OF GOVERNANCE AND DEVELOPMENT IN PAKISTAN

Abstract

Pakistan’s political trajectory has oscillated between elected governments and military rule, producing a cyclical contest over authority, legitimacy, and institutional design. This article offers a focused case study comparing three democratic episodes (1970–1979; 1988–1999; 2007–present) with three military regimes (Ayub Khan, Zia-ul-Haq, Pervez Musharraf) to assess their consequences for political rights, civil liberties, and governance capacity. Using historical process-tracing alongside analysis of secondary literature and descriptive governance indicators, we show that democratic periods generally expand participation, media pluralism, and judicial assertiveness, yet are hampered by party fragmentation, corruption allegations, and an enduring civil–military imbalance. Authoritarian periods centralize decision-making and sometimes deliver short-term policy coordination, but at the cost of weakened institutions, curtailed freedoms, and rule-of-law erosion; reforms enacted under dictatorships (e.g., local government or media openings) tend to be instrumental and reversible. Persistent challenges—recurrent military intervention, fragile political parties, uneven accountability, and limited institutional autonomy—have impeded democratic consolidation. The article argues that durable progress depends on strengthening civilian oversight of security policy, insulating electoral and judicial processes from partisan pressures, and investing in party institutionalization and local governance to translate electoral competition into sustained, rights-respecting governance.
