PUBLIC POLICY IMPLEMENTATION AND SOCIAL CHANGE IN DEVELOPING CITIES

This study investigates the relationship between public policy implementation and social change in developing cities, emphasizing the role of governance effectiveness, institutional capacity, and citizen participation. Using quantitative analysis of key indicators such as education access, health coverage, poverty rate, and corruption index the research examines how policy execution influences social transformation outcomes. Results from descriptive, correlational, and regression analyses reveal that government effectiveness and urbanization rate significantly enhance social change, while poverty and corruption hinder progress. The findings highlight that effective policy implementation depends on administrative coordination, transparency, and civic engagement. By integrating empirical evidence with governance theory, the study provides valuable insights for policymakers and urban planners aiming to design and implement more inclusive and sustainable development strategies in the Global South
