PAKISTAN’S CRYPTO COUNCIL REGULATORY FRAMEWORK: PIONEERING A SHIFT TOWARDS A THRIVING DIGITAL ECONOMY

The formation of the Pakistan Crypto Council (PCC) on March 14, 2025, was a turning point in Pakistan’s digital economic policy. This study presents data on the origins, legal structure, socioeconomic effects and worldwide consequences of the PCC. Exactly this article, written for scholarly audiences around the world, takes a comparative model and legislative history approach to show the PCC can be unleashed to release between $20–$25 billion in dormant cryptocurrency assets that would transform the very economic future of Pakistan. This goal of the PCC is to promote safety and forward-thinking crypto industry to develop Pakistan's economy and be part of the greater trend in digital finance towards innovation while managing the relationship between the two. The council adopts a multi-stakeholder approach of balanced regulatory oversight which includes a balanced regulatory oversight on financial stability, regulatory frameworks and technology enhancement. One of the PCC's tasks is to set up transparent regulatory standards, join with other international/crypto companies to adopt the best practices. Additionally, it should encourage accountable reform via cooperation with fintech companies and crypto developers. By making use of blockchain technology to reduce transaction costs, and consequently improve remittance efficiency, attract foreign investment, and boost the financial inclusion, especially of the unbanked, this strategic strategy will, therefore, leverage on blockchain technology to achieve the aforenoted objectives. Despite all the impenetrable difficulties, the projects under the PCC have enormous potential to disrupt Pakistan’s economy and rise the economic growth relentlessly with making forays in the digital finance landscape for the country on large scale.
